Probably that's because they don't see what they're doing as shameful. They're not doing it for their own gain; they're sharing with the rest of the community, especially the section that is least well off and unable to buy the materials. I believe most people would feel it's somewhat wrong of them to do that, but not wrong enough to keep from taking advantage of it themselves.
