Completely understand Frans frustration but he's missing the whole "community" part of the equation. He needs to think more creatively.

Solicit a pool of volunteers - ask them help police it. In exchange give them a free video a month or something.

1 person can spend 20 hours a week hunting illegal vids
10 people can spend only 2 hours a week

It's the community pooling together and a little simple math...
